Start with a dispenser inventory
A fleet containing standard portable restrooms, handwash stations, and restroom trailers may need more than one paper format. Before requesting prices, record each dispenser model, its loading arrangement, and the refill currently used. Photograph the empty dispenser and the refill beside a ruler. A name such as commercial tissue or folded towel is not a complete compatibility specification.

Measure the interfaces that affect daily use
- Toilet rolls: width, outside diameter, core inside diameter, spindle engagement, and clearance to the cover.
- Hand towels: folded width and depth, unfolded size, stack height, and the dispenser's exit opening.
- Loading: whether staff can refill without crushing the stack or forcing the cover closed.
- Storage: case dimensions, pack protection, and the dry space available in the warehouse and service vehicle.

Build the order from route demand
Use actual consumption and scheduled service visits to estimate replenishment, then discuss the reserve needed for your busiest periods. Avoid converting attendance figures directly into a fixed paper requirement without operating evidence. A long-duration construction project and a short event may have very different peak usage and restocking opportunities.

Match the package to the site
For consumables, site conditions affect dry storage and delivery access, not product geometry. Identify whether delivery goes to a central warehouse, rental yard, or active jobsite. Check vehicle access, receiving hours, unloading equipment, and a protected place to keep paper after receipt. Do not store incoming cartons where splash, standing water, or open-weather exposure can damage them.
Door-to-door or site delivery can be arranged under the agreed quote. Confirm freight terms, duties where applicable, unloading responsibility, and any liftgate or limited-access service separately. Paper supply does not automatically include dispensers, restroom equipment, installation, or servicing.
Approve before scheduling recurring supply
OSHA's construction sanitation standard includes provisions for handwashing and drying facilities; selecting towels is only one purchasing step within the site's wider responsibilities. Have the operator confirm the appropriate facility and service arrangements.
